Pineda in, Among Ed out in Pampanga

Governor “Among” Ed Panlilio lost the electoral protest filed by Baby Pineda. This was announced by COMELEC today. This means that “Among” Ed actually lost the election in 2007 and it should be Pineda who should be governor. According to the recount: Pineda got 190,729 votes while Panlilio got 188,718.

Your thoughts? I’d like to take some time before I publish anything lengthy since I’m a known critic of Among Ed.

QC folks, don’t vote for Ara Mina

Former sexy actress Ara Mina is currently running for Councilor in Quezon City. I’ve been hearing about this video of Ara getting interviewed by DJ Mo Twister on ANC and how bizarre her answers were. I finally found time to dig up the video on Youtube and can I just say that it is indeed mind blowing. She definitely lost the support of a lot of residents in Quezon City because of this interview. This video already has 100,000 views and I expect it to snowball and become viral in the coming days.

In her interview with Mo Twister, Ara Mina said that she supports private armies. When prodded to explain further, she says that she hasn’t been following the Maguindanao massacre at all and that she has no time to watch the news. To quote her:

“I’m always out. Di ko ma-afford manood ng news.”

Stunning answer.

Next up she goes on to explain that the reason why she doesn’t watch the news because she finds it depressing. She can’t stomach it. Politics is all about servicing your countrymen because they HAVE PROBLEMS. If one can’t carry other people’s burdens then that person has no business running for public office.

“Thanks for giving me the chance to answer the issue kasi at the rate it’s going, naging viral campaign na against me, which is unfair kasi nai-influence ang mga tao based on a video that has been re-edited. “Una, I will not claim and I have never claimed na napakagaling ko or that I know everything about national issues. Kung ang tanong is that may alam ba ako? Oo. But in an interview na rapidfire ang pagtatanong, siyempre nag-iisip pa ako, bumabalanse at nag-a-assess kung ano [ang] implication ng sagot ko.

“For example: Am I for or against pre-marital sex? Ask me again and I will still give the same answer—Against. Bakit? Maraming kabataan na ang nakatingin sa akin ngayon, who will follow my example, who will take my answer seriously. Tama bang sabihin ko na yes, I am for pre-marital sex? Hindi. Kalat na kalat ngayon ang issue ng pagdami ng may HIV at AIDS na kabataan tapos sasagot ako na parang kino-condone ko pa?

“Susunod, are you for or against private armies? I said ‘for’ but sasabihin ko yung totoong nasa loob ko. Realistically po, kaya ba natin maalis ang private armies? Even dito sa bagong commission na tinatag nila, tingin mo po mawawala yung mga politiko o tao na natatakot ma-ambush o mapatay? Hindi. Alam niyo po, yung problema kasi during the interview, ang dami kong tinitimbang sa isip ko. “Ang problema ko lang po, hindi ako sanay sa political interviews. Pero yung husgahan ako na parang ang sama-sama ko na, ang sakit naman. Sana natanong ako sa issue ng [2nd] district like palupa, patubig o ano pa, para napakita ko [kung] ano yung alam ko. Ang sama ng loob ko is, kung bakit after almost one month after ko nag-guest, ‘tsaka nilalabas ito? Obviously, may gustong manira sa akin. Imagine, halos isang oras yung show tapos nilalabas is a 3 or 5-minute video kung saan naka-highlight yung supposed pagkakamali ko.

“Alam niyo po, mapapansin naman sa video na nag-iisip ako, I was weighing my answers. Mabilis lang yung tanong at lalong naging mabilis tingnan when they re-edited the video. Grabe, kung hindi demolition job ito, ewan ko na. Nagtiyaga sila i-edit yung video, i-upload at ikalat kung saan-saan. Sana pinakita nila [yung] buong interview.

“Sana po naisip rin nila na mahirap masalang sa isang political interview lalo na’t ingat na ingat ako na baka may masagasaan ako o matamaan ako.”

Google can make you support Manny Villar

(Author’s Note: I was recently contacted by Nick Perlas’ volunteer and was informed that the site I used as an example in this post was actually not the official website of Nick Perlas. Let me issue a public apology for that. Apparently the site I pointed out was made by a fan or something)

As most of you have probably noticed, a lot of politicians are taking advantage of the internet to promote themselves. If you own a website or a blogger and you run Google Adsense, make sure that you filter your ads because politicians will definitely want to appear there.

Joc Joc Bolante’s Coalition with Nacionalista Party?

As most of you know, I am a supporter of Senator Manny Villar. I have to admit that it’s hard to defend this guy, especially to my friends and colleagues who really believe that he is guilty with the recent C5 controversy. I’ll write about C5 again sometime again tomorrow or tuesday since I recently just saw Winnie Monsod’s refute to Villar’s defenders. For now, let me take a very aggressive stance against the Nacionalista Party. One that I just can’t understand and I really need an answer for because I find this issue very troubling. According to MLQ, the Nacionalista Party has made a coalition with Joc Joc Bolante, the main suspect of the Fertilizer Scam.

With all humility, conviction, and frustration, let me just scream out:

OMGWTFBBQ!?!??!?!?!?!?!??!?!?!?!?!?!?

I mean seriously! What were the local organizers of the Nacionalista Party thinking? If this is indeed true then I am really disheartened, disappointed, and almost seething in anger. I strongly urge the Nacionalista Party to come out with an official statement on this because it would really be a sad day if the party that I believe in and support would ally themselves with someone like Joc Joc Bolante.

I’m pretty sure that Satur Ocampo and Lisa Maza are probably scratching their heads as well with this latest development.

2001—Jocelyn “Joc-Joc” Bolante is appointed as Department of Agriculture undersecretary for finance shortly after Arroyo assumes the presidency.

March 6, 2004- Philippine Daily Inquirer reports that Senator Panfilo Lacson accused President Arroyo of vote-buting by authorizing the release of P728 million funds supposedly for fertilizers to the local officials.

August 25, 2005—An episode of The Probe Team reports that some farmers claimed that they did not receive fertilizers from the fertilizer fund released by the DA.

September 28-29 2005—PCIJ special report says that billions of farm funds were used to fund the presidential campaign of Arroyo.

October 6, 2005—The Senate starts its inquiry on the fertilizer scam.

October-December 2005—The Senate conducts hearings on the scam but Bolante fails to appear.

December 11, 2005—Bolante is invited to the Senate hearing but he flees to the United States. He claims that his life is in danger because there are attempts to kill him.

December 13, 2005—The Senate cites Bolante in contempt for refusing to attend the hearings and orders his arrest.

February 15, 2006—US Embassy in Manila writes Bolante telling him that his tourist visa is not valid for travel.

March 1, 2006—The Senate Committee on Agriculture recommends the filing of plunder charges against Bolante, former Agriculture Secretary Luis Lorenzo and other DA officials. The Senate probe tags Bolante as the mastermind of the scam. The Senate sends a copy of the inquiry report to the Anti-Money Laundering Council.

March 20, 2006—US Embassy in Manila writes Bolante telling him that his non-immigrant visa has been revoked and is not valid for travel.

July 7, 2006—Bolante is arrested by airport authorities in Los Angeles for using a cancelled visa.

July 26, 2006—A statement by New People’s Army belies Bolante’s claim that they were plotting to kill him.

August 9, 2006—Bolante files a petition for habeas corpus. He claims that the US has no basis holding him and that his visas were improperly revoked.

September 2006—The AMLC starts an investigation after Philippine National Bank reported “12 suspicious transaction reports”. (Findings of the AMLC revealed that a firm—Livelihood Corp.—where Bolante was acting chair transferred P172.6 million to Molugan Foundation Inc and P40 million to Assembly of Gracious Samaritans Foundation, Inc. (AGS). AMLC also found out that Molugan Foundation transferred P38 million to the AGS).

February 9, 2007—A Chicago court denies Bolante’s petition for political asylum. The court says Bolante failed to establish “a well-founded fear of persecution.” (Download the court’s decision.)

June 25, 2007—The Board of Immigration Appeals sustains the decision of the Chicago court to deny Bolante’s petition. (Download the decision of the Board of Immigration Appeals)

July 3, 2008—The Court of Appeals issues a 20-day freeze order for 70 bank accounts listed under Bolante’s name and other personalities linked to the fertilizer scam.

July 8, 2008—The CA orders the Anti-Money Laundering Council to submit more evidence linking Bolante to the 70 accounts.

October 22,2008—US Immigration and Customs Enforcement confirms to ABS-CBN that they are preparing to deport Bolante.

October 27,2008—Senate President Manny Villar orders the arrest of Bolante.

October 28, 2008—Bolante arrives from the US. He is whisked to St. Luke’s Medical Center, where he remains confined and placed under hospital arrest. He is guarded by the staff from the Senate sergeant-at-arms.

October 30, 2008—A medical bulletin from the St. Luke’s Medical Center said that Bolante is in “stable” and “normal” condition.

November 3, 2008—Bolante’s son, Owen files before the Court of Appeals a petition for habeas corpus to declare his father’s arrest as unlawful.

November 4, 2008—Bolante withdraws the petition for an injunction and temporary restraining order at the Supreme Court. The withdrawal allows the Senate to proceed with the re-opening of the investigation of the fertilizer scam.

November 7, 2008—A hospital spokesperson says Bolante was diagnosed with sleep problem.

November 10, 2008—Senate allows Bolante to stay at St. Luke’s Medical Center for “humanitarian reasons.

November 12, 2008—Bolante does not appear in the hearing of the House Committee on Food and Agriculture. DA Secretary Arthur Yap, DA undersecretary Belinda Gonzales, former budget secretary Emilia Boncodin are also not present. At the hearing, officials from the Commission on Audit affirm that there are irregularities in the release of the fund. The Supreme Court, meanwhile, grants Bolante’s request to withdraw habeas corpus petition.

November 13, 2008—Bolante appears on the Senate for the first time. He clears President Gloria Arroyo, the congressmen and the local officials implicated in the fertilizer fund scam. Bolante also testified that:

* He did not know who nominated or recommended him to be agriculture undersecretary

* Former DA secretary Luis Lorenzo was the one who requested the release of the funds.

* The fertilizer fund is a valid and legal funding approved by the DA and transferred to the regional field units (RFUs).

* He resigned from the DA on August 1, 2004.

* He was not able to attend to the Senate hearings because of his prior commitments abroad.

* Staff from the office of DA Undersecretary Belinda Gonzales told him that 91 percent of the fertilizer funds has been liquidated.

I already sent a message to my friend who works for NP. Hopefully I can get a formal response so this will get cleared up.

To Aquino, Enrile, Madrigal, et. al: File a case against MV!

I think I finally have a solution to this C5 controversy that’s win-win for everyone. First the senators who claim to be champions of TRUTH, HONESTY, JUSTICE, and INTEGRITY should drop their act. You guys are obviously using this as a campaign issue in the upcoming 2010 elections. The one who should be charged with being unethical is the lot of you. It’s hard to say that you’re doing this “FOR THE PEOPLE” when you are also running for office because no one stands to gain more from Villar’s downfall than you guys.

FILE A CASE AT THE OMBUDSMAN
If you really believe that Manny Villar is guilty, then file a case with the Ombudsman and let the axe fall where it may. When it’s done that way, MV has no choice but to really defend himself in court. At least it’s an impartial judge who’s deliberating on the case and not his political enemies.

What’s amusing is that all the ganging up on MV has had a completely opposite effect on his numbers. He’s getting the “underdog” status now and more people are supporting him as shown by the latest Pulse Asia survey (which was taken during the C5 controversy).

So there’s my challenge for the people who believe MV is guilty. FILE CHARGES. And to MV? DEFEND YOURSELF IN COURT.

The sooner he gets charged, the sooner this is resolved. Until then, all I’m seeing is politics, politics, and politics.

Villar Rebuts Winnie Monsod’s article on the C5 Controversy

Senator Manny Villar went to the Senate today to finally defend himself against the relentless pummeling of his political rivals. He gave his speech and then walked out, refusing to debate with Senator Jamby Madrigal. In his speech he categorically denied and rebutted most of the major issues that were slammed against him. I’d like to take this opportunity to match his responses from his speech to the article written by Winnie Monsod which practically condemned Manny Villar. Mareng Winnie’s article has been circulating all over Facebook and the blogosphere so this is a good time to see what Villar said to debunk her claims in her article. In this article, I’ll post Monsod’s points one at a time and match it with Villar’s responses taken from his speech.

Winnie Monsod: Since there was already an ongoing project (the MCTEP) linking C-5 to the Coastal Road, it was totally unnecessary to build a second one.

Manny Villar: The MCTEP was not rendered useless by the construction of the C5 Road Extension Project. These 2 projects are entirely separate and distinct projects. The MCTEP is a toll road, which requires payment of toll fees; while the C5 Road Extension is a public road, which allows free passage to all commuters. In other words, the C5 Road Extension is an alternative route to commuters who cannot afford to pay toll fees. The MCTEP has “limited access”, meaning it has a single entry and exit point; while the C5 Road Extension has “open access”, such that through said road commuters can access various cities and/or municipalities. Clearly, by their very nature, it is not difficult to comprehend that the 2 projects are not mutually exclusive of each other or that the C5 Road Extension is a duplicate of the MCTEP. The construction of the C5 Road Extension did not result in MCTEP becoming unnecessary as to require its being discontinued. The truth is both projects are necessary to decongest the worsening traffic condition in Paranaque, Las Piñas and Cavite. Para itong NLEX at MacArthur. Dahil po merong NLEX ay hindi na kailangan gawin yung MacArthur o dahil may MacArthur ay di na kailangan ang NLEX.

This is pretty self-explanatory. The MCTEP is a tollway road while the C5 Road Extension is for motorists who don’t want to pay for the toll fees. Also this will decongest the insane traffic.

Winnie Monsod: Which means that there was a waste of scarce resources. Instead of using only P2.6 billion of government funds for the first project, the government had to spend an additional P6.9 billion for the second, which practically duplicated the first, except for the additional length which happily for Senator Villar, traversed his properties.

Manny Villar: According to the Committee Report, the Las Piñas-Paranaque Link Road Project and the DPWH C-5 Road Extension Project were made to pass through the properties of my corporations, instead of a straight alignment. It went further to say that the alignment of the C5 Road Extension segment of the Manila Cavite Toll Expressway Project (MCTEP) of the Toll Regulatory Board has to be changed just to accommodate the alignments of the Las Piñas Paranaque Link Road Project and the DPWH C5 Road Extension Project.

These are blatant lies, Mr. President. Kasinungalingan po ito.

I did not direct, or influence, the DPWH to have the C5 Project pass through my properties. The fact is that the conceptualization, alignment, planning and execution of the said project were all done by the DPWH.

If indeed there was any re-alignment of MCTEP, it only involved a “kilometer” of said alignment. Surely, such did not cause the MCTEP to be mothballed. There is no evidence that the supposed re-alignment resulted in MCTEP becoming unnecessary as to require it to be discontinued.

As to the alleged re-alignment of the C5 Road Extension Project, it was only a slight shifting of one bridge (Bridge No. 2) in the upstream direction in order not to create conflict with the proposed alignment of the LRT Line I South Extension Project. This slight shifting of Bridge No. 2 was at the request of LRTA; and did not involve my intervention or even a request from me.

As explained in the letter dated 15 October 2008, of DPWH Regional Director Roberto G. Lala, CESO III, to DPWH Secretary Hermogenes E. Ebdane, Jr.:

“The segment of C5 Project that is described hereto is from Sucat Road to Pres. Quirino Ave. (also known as Paranaque-Las Piñas Link Road)

The project was not re-routed as it followed the original route or alignment prepared by the DPWH-NCR except for the location of one bridge (Bridge No. 2) whose centerline was slightly shifted in the upstream direction in order not to create conflict with the proposed alignment of LRT Line I South Extension Project. This was made in attention to the request of LRTA to then NCR Regional Director Salvador A. Pleyto, per letter dated Feb. 23, 2001 copy attached marked as Annex I. But even with this slight change, the 30 meters road right-of-way was still maintained. Except for such shifting of the Bridge No. 2, no more modification was made from the original alignment up to its construction phase from Sucat Road to Pres. Quirino Avenue.”

It is noteworthy that at no time during the entire adjudicatory proceedings did the complainant and counsel ever present testimonial or documentary evidence to disprove the truth and veracity of this letter of DPWH Regional Director Lala.

Again, pretty self-explanatory.

Winnie Monsod: Villar benefited tremendously from the second project. Certainly, his companies were paid significantly more per square meter for the road right of way (which were mostly bought from him). But that pales into insignificance compared with the tremendous increase in the values of his real estate holdings in the area—at least 50-52 hectares.

Manny Villar: There is an allegation that as a result of this undue advantage, the properties owned by the Villar companies are grossly overpriced. Allow me to state, for the record: zonal value is determined by the Bureau of Internal Revenue (BIR), not by senators, not by me.

There is absolutely no evidence that I ever interfered with the issuance by the BIR of the zonal valuation of the properties owned by my companies.

Sa mismong report, sinabi na ‘There is no evidence to prove the direct participation of Senator Villar in the overpricing of such properties.’

Ito ay Page 83, Paragraph 1, verbatim:

“As to the valuation of the properties of Senator Villar’s corporations that were acquired for roads-right-of-way for the Las Piñas-Parañaque Link Road Project and the DPWH C-5 Road Extension Project, although there is no evidence to prove the direct participation of Senator Villar in the overpricing of such properties, it is fair and safe to assume that Senator Villar knew about the said overpricing as his corporation stood to gain from such transactions with the government and considering the closeness of Senator Villar to Engr. Adriano who was directly involved in these transactions.”

Samakatwid, ang ibig sabihin nito – sa hinaba-haba ng kanilang mga ebidensya, halos 127 yata, ang kanilang basehan lang ay “assumption” o “yung kanilang statement” na “it is fair and safe to assume.”

Moreover, the supposed higher valuation given the Masaito property was duly explained by the same BIR officer who issued the certificates of zonal valuation for it. Former BIR-Parañaque Revenue Officer Carmelita Bacod, whom complainant Senator had subpoenaed and who issued the certification on the zonal valuation of the Masaito lots, not only verified the P30,000.00 zonal valuation for the said lots but also the P4,500.00 per square meter zonal valuation for the other lots along Sucat Road.

She explained that the other lots along Sucat Road are classified as “residential”; hence, they have a zonal valuation of only P4,500.00 per square meter. This is basic in real estate. She went on to explain further that the Masaito lots were classified as “commercial/regular,” hence, they have a zonal valuation of P30,000.00 per square meter. (TSN of 22 September 2009, 12:23pm, pp. 7-8).

The reason why the right of way fees were more expensive for the C5 properties is because most of the lots in Masaito were commercial which means it had a higher zonal valuation compared to the properties in Sucat.

Winnie Monsod: 3. This unnecessary, wasteful project was certainly Villar’s idea. It is specious to argue that it is a DPWH project. As the DPWH feasibility study states (in black and white), both the CX-5 and the LPPLP were conceived and initially funded by Villar.

Manny Villar: For the record, Mr. President, the C5 Road Project is not just my own personal project though it is one I am proud to be associated with – all of these controversies notwithstanding. This is a project of the government implemented through the Department of Public Works and Highways. Renamed the President Carlos P. Garcia Avenue, the C5 Road was conceptualized as early as 1946, and runs from Manila Bay-Malolos-Caloocan-Quezon City-Taguig/Pateros-Paranaque-Las Piñas-Cavite. It is a 51-kilometer long thoroughfare starting from Manila Bay, and goes full circle to end likewise in Manila Bay.

Of the entire stretch, 32.5 kilometers are fully developed, covering Malabon and Caloocan going all the way to Quezon City-Taguig/Pateros-Paranaque-Las Piñas. As I am an ardent supporter of development, I have been pushing for the completion of the project.

And there you go. I applaud Senator Manny Villar for defending himself in the Senate. Personally, I would have preferred he stayed and debate with Madrigal and the others since he clearly has a good defense. It will be very interesting to see what Mareng Winnie and the rest of the Presidentiables will say about this in the coming days. I’ll definitely be monitoring it.

Disclosure from the Author: My auntie is running under the Nacionalista Party for the Senate which is headed by Senator Manny Villar. As of today I am a supporter of Senator Villar. However this does not mean I will blindly defend him. In fact I’d welcome how Winnie Monsod and the other candidates will debunk Villar’s defense.

Villar cuts down Aquino’s Lead to 7%

The latest SWS survey results are out and it looks like Senator Manny Villar is quickly gaining ground on the leading candidate, Senator Noynoy Aquino. What started as a 20%+ lead is now down to just 7%. However, I have a feeling that the next survey won’t be as forgiving as this one. This survey was taken on January 21-24 which means that the recent C5 controversy hasn’t made it’s impact yet on these numbers. It will be very interesting to see how Senator Villar will fare given the media attention the scandal got in the past few days.

Here are the complete numbers for your perusal.

Senator Noynoy Aquino: 42%
Senator Manny Villar: 35%

Is it just a Villar – Aquino showdown?
It looks like former President Estrada has reached his political peak. These results were already taken after his disqualification case was trashed by the COMELEC. Gibo, for all of his amazing speeches and debates, still fails to move past the 2-digit mark in this survey. As most of you have noticed, Gibo has been spending heavily on ads the past few days. His face is on the back of buses going up and down edsa. He has radio ads, TV spots… the works. By the way, if ever there is someone from Gibo’s campaign staff reading this, please relay to your team that his radio ad sucks. No one in the right mind will listen to almost 1 full minute of Gibo just babbling boring stuff. It has no emotional connection and I honestly think that it is a grand waste of money.

By the way since we’re on the topic of Villar and Noynoy, we created a fan page called “I want to see Noynoy arm wrestle Villar” on Facebook. Sign-up as a fan. Maybe when we reach 100,000 the two will actually do it. Lol.

Anyway, with regards to Dick Gordon and Bro. Eddie, they have a lot of catching up to do. If they can’t come out with TV ads and other forms of media-based campaigns, then they should at least put an effort in coming up with viral marketing ideas that can spread on their own. They can’t rely on the free mileage that forums give because that simply won’t be enough to get them elected.

Powerhouse Dick Gordon

I was able to watch the recent Presidential forum in DLSU which was aired on ANC. Among all the candidates who participated, Senator Dick Gordon got my attention the most. His answers were direct-to-the-point and he presented solutions and plans that were logical and actually doable. Next to Gordon would be Gilbert Teodoro who also delivered quite well for the entire evening.

During the evening, Dick Gordon talked a program that I will support 110%. He discussed about giving free Kindle Readers to 17 million public school students. He even went on to discuss how he would get funds for that project. He also shared that he would raise the salaries of public school teachers to P40,000. I put a high premium on education and embracing new media and Dick Gordon pretty much played up to all of my “wants” in a presidential candidate. I’m not saying I’m voting for him but man this guy got a lot of points tonight. He’s definitely on my radar screen… but there’s no chance in hell I’m voting for his VP, Bayani. :)

Lastly, I found JC Delos Reyes to be the weakest candidate during the debate. His answer on sex education is just flawed and insane. I think the Kapatiran party made a huge mistake in fielding him and his continued participation in events like this will just drag down the political and social capital of the party. I’m looking forward to a debate that he can actually shine in so that he can redeem himself.
